DEPARTMENT OVERVIEW

This program is part of the Research Grants Program Office (RGPO), a department that oversees a broad portfolio of research grant funding programs representing more than 700 active research grants totaling $450 million and over $110 million in annual grant awards. These granting programs include: the California Breast Cancer Research Program (CBCRP); the Tobacco-Related Disease Research Program (TRDRP); the California HIV/AIDS Research Program (CHRP); the UC Multicampus Research Programs and Initiatives (MRPI); the UC National Laboratory Fees Research Program (LFRP); and the UC Cancer Research Coordinating Committee (CRCC).

POSITION SUMMARY

This position leads a statewide program dedicated to supporting scientists in California to develop, evaluate, and disseminate innovative research for eliminating new HIV infections, optimizing treatment uptake and outcomes for all persons living with HIV, and addressing the comorbidities and social determinants that threaten the health and well-being of persons at risk for or living with HIV. In addition, this position provides leadership in the development of grant programs and initiatives in other public health-related areas and that advance health equity for all Californians.

This Director position reports to the RGPO Executive Director within Research and Innovation (R&I), Division of Academic Affairs at the UC Office of the President. The Director is responsible for leading the California HIV/AIDS Research Program (CHRP) funded by the State of California through UC. The CHRP annual budget of ~$9 million supports research by qualified California academic institutions and non-profit organizations and agencies. This Director also coordinates RGPO initiatives in other public health-related areas with a particular emphasis on advancing health equity both across the RGPO grant programs and through developing relationship with the California agencies. The incumbent also develops new funding sources to support grant-making in related research areas.

Because the core mission of the CHRP is to serve the interests of the State of California, it must seek to achieve diversity among its employees, grantees and populations served. CHRP has a compelling interest in making sure that scientists from all backgrounds perceive that access to CHRP funds is possible and that the research it funds reaches and benefits all communities.

Responsibilities

Guides the overall strategy of the California HIV/AIDS Research Program (CHRP) with a focus on health equity and social justice and leads short- and long-range strategic planning. Applies state-of-the-art knowledge in diversity, equity and inclusion in research to reduce barriers and increase reach. Applies state-of-the-art scientific knowledge in HIV/AIDS research as well as the priorities of the National Institutes of Health, the Centers for Disease Control and Prevention and other major public and private research funding programs to develop and lead the scientific and organizational strategies of CHRP. In collaboration with the CHRP Advisory Council, develops long-range goals and objectives for major new initiatives and in setting priorities for CHRP research funding, including mechanisms (grants, contracts, cooperative agreements) and topics that merit special funding initiatives and that reduce barriers to participation by those historically under-represented as research awardees or research subjects. Acts as on-going liaison with the academic institutions, professional organizations, community-based organizations, and advocacy agencies that have constituted the key stakeholders for the CHRP and draws in new partners. Works closely with state, federal, and international governmental agencies, research institutions, private companies, community-based organizations, and advocacy groups on the development of new public policy initiatives, proposals, and legislation related to HIV/AIDS, especially those pertinent to CHRP and the University of California.

Supervises professional and administrative staff, including the recruitment, selection and evaluation of staff. Directly supervises two scientific program officers and a project policy analyst. Fosters teamwork within the Unit, providing leadership to ensure a high level of collaboration and idea sharing. May provide indirect supervision of cross-program or cross-functional teams collaborating on health equity research or other public health initiatives. Develops succession plans and provides cross- training for staff across multiple areas of expertise; evaluates performance; assesses employees' developmental needs and provides growth opportunities that enhance employees' capabilities to contribute to the achievement of organizational goals.

As a member of the RGPO Leadership Team, the Director advises and consults with the Executive Director and the Directors of other RGPO programs to develop new collaborative research initiatives, research policies and procedures, and to develop new administrative, structural, and programmatic directions. The incumbent also represents CHRP and RGPO health equity and public health-related work groups, and committees. Ensures compliance with and adheres to applicable laws, rules, regulations, policies and organization / University guidelines. Resolves complex issues.

Identifies and supports opportunities for collaboration across RGPO and R&I. Encourages and allows others to explore new cross-unit collaborations. Makes time and resources available for new collaborative projects and initiatives.

Plans and oversees the processes of developing, forecasting, and managing multi-year budgets, and ensures appropriate expenditures for the funding streams supporting CHRP. Oversees the development and management of additional sources of research granting funds, including meeting any specified performance and reporting terms.

Reviews analyses of program activities, achievements, costs, and forecast data to ensure attainment of goals and objectives. Oversees scientific merit review, funding, and monitoring of all grant and contract proposals and awards made under the CHRP or other assigned funding streams. Oversees the development and implementation of effective methods to evaluate the research program and to disseminate and communicate the impact of CHRP-supported research on HIV/AIDS in California. Communicates effectively with the media to disseminate CHRP-supported findings. Oversees the development of reports to the Legislature and other periodic reports on the accomplishments and directions of the CHRP and other initiatives that are within the Director's areas of responsibility.

Required Qualifications
  • Strong academic background and experience in selected area of research, including a record of publications in HIV/AIDS and related field(s) required.
  • Demonstrated understanding of the research-related issues that are specific to HIV/AIDS and commitment to ending the HIV/AIDS epidemic, while also having a vision that includes the related syndemics and the health equity research needs important to communities most impacted by HIV/AIDS.
  • A visionary leader with demonstrated ability to deliver results, demonstrated creativity and success in program development, and ability to act as a highly effective advocate for research in general, and for HIV/AIDS specifically.
  • Demonstrated outstanding ability to supervise personnel, including organizing workflow to accomplish objectives, delegating responsibility, identifying training needs and opportunities, developing incentives, evaluating effectiveness, and administering corrective action where necessary.
  • Experience as a research grant funder with expert knowledge of research funding and proven record of building and managing cutting edge, effective research grant programs.
  • Ability to establish and maintain cooperative and mutually supportive working relationships with faculty, administrators, staff, other campus units, UC system units and sponsoring agencies.
  • Experience operationalizing meaningful engagement with communities, advocates, and policymakers by establishing an evidence base for decision-makers and ensuring that research products are accessible and grounded in local experiences.
  • Extensive experience in the management of large and complex multi-year research and operating budgets and with 10 or more years professional experience in the development of relevant public health and academic research programs.
  • Strong communication skills to champion program effectiveness and impact, both internally with UCOP leadership and externally with lawmakers, advocates, and the broader community.

Education
  • Earned doctorate degree in a related field of study, including but not limited to public health, medicine, psychology, social/behavioral science, biochemistry, virology, immunology, clinical infectious diseases and similar fields. Fifteen years of relevant experience required, with at least five in research in the field of the degree, or an equivalent level of education and experience.
