SUPERVISION RECEIVED:

Works under the administrative supervision of the Assistant Director of the Department of Transportation who provides instructions, reviews work in progress and upon completion.

SUPERVISION EXERCISED:

Exercises administrative and technical supervision over professional, technical and support staff, outlining work assignments, reviewing work in progress and upon completion.
Representative Duties
Selects, manages, supervises, motivates, trains and evaluates professional, technical and support staff. Develops and monitors the division's performance goals, objectives and measures.

Plans, organizes, directs and evaluates the operations of the Parking Division, which includes but is not limited to developing, evaluating, implementing and monitoring administrative and operational systems, policies and procedures.

Prepares, oversees and administers the division's annual budget. Manages division expenditures and recommends budgetary adjustments.

Develops and administers specialized parking programs.

Coordinates work with other City departments and divisions to ensure consistent application of parking policy.

Develops, negotiates, and implements new contracts for parking services; including contracted services for parking lot and facility operations; and maintenance and management of parking lots and parking facilities.

Monitors contractors' productivity and compliance, including but not limited to, the implementation of new procedures, programs, and staff scheduling. Ensures that parking operations are running efficiently and revenue collection is effective. Monitors contract terms, financial performance and costing of services provided.

Develops and maintains computerized parking management systems. Provides technical support in developing and preparing parking data for highly efficient and cost effective parking services to City residents, businesses, and visitors.

Analyzes revenue collections, prepares revenue projections, and prepares financial reports of parking programs and contractor services. Monitors revenue to ensure budget projections can be met and staffing and regulations are appropriate. Analyzes financial implications of revenue and prepares reports on the financial feasibility of parking programs.

Analyzes service needs of citizens and develops and implements solutions to address them. Prepares a variety of related reports, documents and correspondence, including contracts and agreements.

Makes presentations to neighborhood groups, City commissions, the City Council, and the public.

Collaborates with City departments in the analysis and revision of City ordinances, regulations, general and specific plans, and municipal codes related to parking operations.

Evaluates parking policies and makes recommendations to enhance revenue and to address concerns of residents and visitors.

Monitors and reports on current legislation related to parking programs.

Coordinates work with the City's Public Information Officer and staff in the Information Services Division to promote various parking programs and integrate parking management systems with other City systems as appropriate.

Education, Training and Experience:

Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or a closely related field. Five years of recent, paid, progressively responsible work experience in transportation or parking management. At least two years of the recent, paid work experience must have included supervisory responsibilities.

Municipal experience is desirable.

Licenses and Certificates:


Possession of a valid class C driver license.

WORKING CONDITIONS:

Work is regularly performed indoors in an office environment. However, work involves site inspections at outdoor parking lots and parking garages. Requires walking in parking structures, off-street surfaces lots, and on streets and alleys. Weekend and evening work is frequently required, including attendance at public meetings and meetings with contractors during weekends and/or evening hours. Work involves tight deadlines with multiple assignments.
